In our case it's always a confusion from the shipper about "bill to" and "ship to" addresses. Like you, we use a PO box for "bill to", unfortunately sometimes the shipper uses the wrong address. Solution for us was to get UPS to eliminate our PO box address from their computer system. That wasn't easy, took several attempts. Now when they get a box with our PO Box address, the computer knows to ignore that and send it to a street address.
Slightly more confusing for UPS is that we don't encourage their trucks to come up here. Since well before Christmas our long driveway hasn't been passable for them. We get delivery at the nearest country store. If everything works right.
