They do not give back in terms of maintaining the nucleus of local businesses. Local business leaders are not perfect in terms of attitude sometimes but most are honest, friendly, and sincere. Having a strong small business community is as important to a local economy as having a large factory or government agency in terms of higher wages. I'm sure there are some instances where people have gone from minimum wage to 8, 9, or even 10 dollars per hour when Wally hit town, but that happens infrequently. All I've ever seen is the opposite where somebody was maybe making 30 to 40K running their own business down to minimum wage.
