In my part of the country rubber tractor tires and paved roads arrived at about the same time Prior to the mid thirties an inproved rural road was one that had been graveled ol covered with a mix of creek gravel and sand.In fact many rural roads were mud or gravel well into the 50`s here in southern Ohio.
