Injectors receive on-time signals from the engine control computer which calculates such time based on several variables, such as coolant temperature, vacuum, air pressure, OX sensor, and more. Point is that there are many possibilities beyond the injectors them selves. The last one I worked on that wouldn't run was a '92 and with the aid of the diagnostic code reader, I replaced the water temp sensor & fixed it.
