I've replaced many belts on the Ford 2.3. IF you put the crank at TDC and line the cam to the mark then the crank and cam well be correct and on the number one cyl compression stroke. Now the trick is the aux shaft sprocket. The oil pump itself doesn't need to be timed of course, but the distributor does. You can't go by the mark on the sprocket you have to go by the distributor itself, (they used a cam sprocket for the aux shaft, this is why it has a mark).
When you get the crank and cam lined up correctly, Make note of where the wire tower for number one plug wire is, pull the distributor cap and line the rotor up to where the number one on the cap would be. Do this by rotating the aux shaft sprocket. You don't need to pull the dist.
