First of all I am not totally familiar with the 230. But if you remove the main line from the pump and put a gauge on it, you can determine if the pump is bad. If you tractor is equiped with Hydro static steering (no mechanical linkage just two hyd. hoses to the cylinder) make sure the shaft that the steering wheel is on, is connected to the steering control valve. I have seen some tractors where the shaft in not turning the control valve. This will be a place to start.
