I have added a link to a tire ballast chart. If the tire size is 600X16 the chart shows the ballast to be 50 pounds per tire with a 75% fill.
Ballast fill tools can be purchased from Gemplers or about any quality auto supply store. I think I have read these forums telling that NAPA sells one or several models.
