Close all the burner valves with the tank valve open, then close the tank valve. Barely crack the tank valve, then re-open the tank valve slowly. Open the burner valves, should work just fine.
New tanks have a leak protection valve that will limit or stop gas flow if it flows too fast when you first open the tank. If you leave some pressure in the tube to the burner and close the tank valve, the flow limiter (or whatever they're called) won't see a surge of gas when you open the tank valve.
