Have you checked to see if the governers are working correctly? When you put the pto in gear you should be able to hear the motor try to pick up speed. Also, don't recon something is binding in the gearbox on the bush hog? Un-hook the pto and try turning it by hand, should turn easy. I always keep a sharp blade too. Also, check your air filter. Hope some of this helps. Any questions ask!
