Just a thought Ben - I'd print out all the related posts on this subject and take them with me for evidence. I think the main concern with the cops giving out license info is that you might be harboring a grudge and are wanting the name/address for some kind of trouble. I've presented info like that to cops and they've helped me, but only after they were satisfied that I wasn't hunting someone for ill purposes.
