If you have a lot of ice this may be true, but for snow, (even hard pack snow) it really depends on how heavy your tractor is. I've never felt that i needed chains for my tractor (ag tires), and it will push a full blade of snow any place you want it pushed! On the other hand, turf tires don't work well in snow with out chains. You want a tire that will dig in, not sit on top and spin.
