The picture is a little confusing until you realize that the actual pedal arm is the white thing with the rounded top. The dark gray thing is a friction brake that gives the pedal a more conventional feel ?? The rounded top of the pedal assy had grooves like a V belt pulley that interlock with wedge shaped fingers on the friction brake part.
The friction brake grips harder than the throttle return spring can pull, so the pedal sticks and will not return to idle.
The little metal spacer they are installing is not a pedal stop, it is a friction brake stop that does not allow the brake to lock hard enough to hang the throttle open.
One would think it is a bad design, if not for the fact that the exact same design controller made in Japan gives no trouble. The ones made by the American company, CTS controls,(Elkhart Indiana) at their Ontario Canada plant are the problem. Has to be a flaw in manufacturing or materials at the CTS plant because the Jap built parts are OK.
I guess this is one time when Toyota's giving in to US government / union demands for US made parts content has has bit them in the rear.
