The guys that do tires for a living have a pump they remove the water with and use it to put it back. There is an adaptor to use for the valve stem. You could probably put the valve stem down and just let the water out by gravity but I don't know if you can get enough out. The water has a high concentration of calcium chloride so it will kill grass when it gets on it. Usually people collect it , fix their tire problem and put it back. Since the salt is corrosive to rims and valve stems its always worth installing a new valve stem. If you're not going to add the fluid back I would remove the tires and wash the rims very well and repaint them before putting the tires back on.
