if you want all water out, then break'em down and get all water out or install new tubes. To be more practical, just turn wheel so valve at bottom and remove core. Messy and also the CaCl will kill most things in the dump area. May not grow there for several years. so consider this. You'll get 90% of fluid out. If you dump it out in this way, I highly recommend that you hose everything down with fresh water after you're done (you, your clothes, your boots,the wheels,tires,all metal parts, and the ground/gravel where you dumped it) . Or pay your Ag tire man to pump fluid out.
