All these posts are correct, truth is that if you have no crown or a negative crown (center is lower than the edges) you will have varying belt positions due to humidity, load, heat build-up in belt. A proper belt, crowned pulleys (even a few thousands of an inch in the middle) will not need belt dressing. DO NOT APPLY BELT DRESSING WHILE THE BELT IS RUNNING. The dressing eventually buildsup along with the dirt it attracts and sticks to the pulleys. If the belt has been contacting the engine and is frayed or damaged on one edge, replace it. Pulleys can be quite out of alignment angularly but belt will track well if there is plenty of crown and the belt is tight enough to contact the pulley completely to the belt edges as it wraps around.
