steam engines are not the most efficient at higher speeds as you cant push enough steam through the steam chest very fast. Figure less than 1000 rpm, probably closer to 500 rpm or less max, but it is wholly dependant upon its application! Remember, a steam engine has power both on the up-stroke and the down-stroke, so it can produce alot of torque at low rpms as long as your steam is hot & dry and up to pressure
