Its a reach rod, lever or chain attached to a small door located below the level of the grates which allows you to open or close it at will, controlling the amount of fresh air coming in to the fire. This allows you to control the combustion rate and regulate steam production. (No, this is not an April Fools answer, but it STILL might not be the one you wanted.)
