Louisville isn't the globe. It's one spot on the globe.
And your announcer was fibbing. Louisville was only 5 (or 2.9, depending on which Louisville location you pick) below normal for January. Don't take my word for it, go look it up at the NWS website for Louisville. Bowman field is not reporting departures from average, but the international airport and the weather office both do.
Elsewhere in Kentucky for January:
Frankfort 1.7 below
Bowling Green 2.5 below
Lexington 3.7 below
Meanwhile, at Caribou, ME, January 2010 was 9.7 degrees above average. A delightful 19.2 average, but quite a bit warmer than usual.
Bangor 5.3 above
Houlton 9.1 above
Millinocket 8.8 above
So Maine is considerably more above average than Kentucky is below average, for that particular month.
International Falls, MN was 4.1 above average.
Duluth 2.2 above
Minneapolis 0.1 below
St. Cloud, 0.9 above
Eu Claire, WI 1.2 above
Marquette, MI 5.2 above
Key west, FL 6.1 below average
Marathon, FL 5.4 below average
The cold places are warmer. The warm places are colder. Time to shore up your barns and be careful of your planting dates.

After two summers of having to park my old 1964 model 4000 gas 4 cyl. on a hill just in case the 6 volt system, for whatever reason, would not crank her, I decided to try the 12 volt conversion. After some research of convert or not, I decided to go ahead, the main reason being that this tractor was a working tractor, not a show tractor (yet). I did keep everything I replaced for the day I do want to restore her to showroom condition.
