Number one or two heating oil. If it is no.1 it should not be an issue but no.2 could cloud or gel on you. Once running the return will warm the fuel and allow it to run without smoking.
Fist things first. Check and clean all electrical connections first. Second would be to have the battery checked out at a parts store or someplace similar. The real issue here may be starter related. I would likely take the starter to a local shop and have it checked out. If you want to attempt to diagnose it further yourself I would start by replacing the solenoid. Solenoids are not that expensive so you won't be out much by replacing it. Not all starters are alike so the problem can be specific to your type. If you have a Delco style starter the solenoid/bendix work together with an electro magnet. Most other starters use a bendix that is inertia driven. A common issue with this type can be worn teeth on the bendix. I hope this will be of help, but there are always more possibilities. Good luck.
