If youre talking about scanning paper photos you have, YOU NEED A SCANNER. They usually come with their own software so you can lay the picture down and scan it then crop etc and save it in a JPG/JPEG file format. Mine is a "flatbed" all in one Scan/Copy/Fax and you can pick them up at Sams or Waly World or Ofice Depot or Office Max or Staples ete etc often way under $100. I saw a Canon all in one for $44 at Wally World and an HP all in one at Sams for $55.
For free photo editing software try Picasa, it used to be a free easy quick download off the net but the scanner you buy will have some.
