If you can not use a train horn because it has been outlawed for being to loud; how do you think your home made horn is going to fair.
But to answer your question...... Yes you can go to big. Horns work more off volume rather than pressure. Now if you are willing to add air tanks off a train (big volume) and a compressor to build air fast OR limiting your horn use to short burst to allow you small compressor to keep up you can make some big horns work with your set up.
