What's wrong with my friends IH 1206 ???

My friend who farms a quarter section phoned me yesterday and his seeding tractor is giving him grief again. I think (but I'm not sure) that it is a model 1206 IH, turbo I believe, does that sound like a valid model number? Anyways, last summer I had dropped by and he had the same problem. Tractor ran and started well but he had lost almost all his steering and brakes. Steering wheel just spun around in an endless circle and didn't do anything. And as I said, his brakes did nothing. Somebody at the local tractor repair shop told him that we should replace the filter, must be for the tranny-hydraulic system because it was located down low under one side of the rear wheels. We did that and lo and behold, all of a sudden everything worked. He didn't use the tractor much for the rest of the season until fall when he used to to operated a PTO operated vacumn machine to empty his bins. He phoned me yesterday and he's got the same problem again - no steering or brakes. Does it seem possible that the filter might be the problem again, or perhaps he's got a frozen line (it's still cold up here at nights). Not having any experience with any of this bigger and newer stuff (well, new from what I'm used to), I don't have a clue where to start. I'm going out to his place tomorrow so any suggestions???
