Prolly more to that than just a joke.. 10 or so years ago, I got hit by a car. Was in a bicycle path (on a bike) and a car didn't stop. Wife was my girlfriend at the time and worked for a lawyer who took care of me. I was beat up pretty bad. He told me right up front "this isn't America", I got 100% medical, new bicycle, reimbursed for the sick leave that I used, and 2000 bucks about 3 years later when I went for a set of xrays and got a clean bill of health. FF 2 more years and I got rearended at a stop light 100% medical, payed me what the car was worth, and reimbursed my hourly wage for the 6 weeks of work I missed because of neck problems. Guy's insurance company offered me 6000 bucks to drop all further claims, but on doctor's advice I've kept it open (some displaced discs).No millions law suits, just took care of the problem. Guess if I'd been back home, I could've retired and been setting pretty on the bicycle fiasco.
