No emissions controls and sometimes bad engine design. The worst I have ever seen is A Case 188D diesel engine in an old Case 1740 skid loader. This thing has the most nasty exhaust I have ever experienced. runs great, just that awful exhaust stench. Off road and highway diesel is the same except for the dye to color off road diesel to identify it for tax purposes.
