When driving out of state, I make sure I'm legal in everything I do (lane changes with turn signals, no more than a couple miles over the limit, etc) as the hiway cops in most states are "revenue producers". Pennsylvania and Ohio come to mind. I figure I'm lucky if I can do a 500 to 1000 mile trip and not get a ticket or a hard "look see" when I pass a cop. If I was stopped like you and didn't get a ticket, I'd call it a good day and leave it at that. As others have said, he COULD have given you a ticket for a non-emergency stop.
