Decal installation

I am putting new decals on new paint. Tell me how to put these on with no wrinkles and straight. I have had some advice on using water or soapy water then applying decal so decal can be straight. I tried this on a small decal and was unable to remove the water from under the decal. Please I need some good advice and directions.
