Does the tractor have the hydraulic decal on the right side of the battery box, or do you have the operator manual with info on how to set the pump and valve? In a wide range of the lift lever, there should be no action. Lifting should commence when the lever is almost near the top, and it should hold when slightly lowered. There are four screws to set.
