Just turn it up side down and make both floats are parallel with the gasket face of the carburetor top.
Crud behind the power jet and below the feeder tube/discharge jet (same place) will make them hard to crank along with a weak magneto. The float is not all that critical in starting as long as it has gas in the bowl and it is not over flowing. Needs to be some what close to run wide open for any length of time.
