Since you said you checked the battery, you have the right equipment. Check the battery again while trying to start the motor. If it pops to zero volts, you have a dead battery. If it stays at 12V, you have a bad safety switch, like most of the posts say. This is most likely. Keep using your voltmeter to find where the problem is.
