Depending on what engine and garden tractor you have, there are several possibilities as to why it won't start. There is a kill switch under the seat that will not let it run if you're not on the seat. There is also an electric fuel shut off on some engines that shut off the fuel when the ignition is shut off. There are other kill switches for the mower ect. that go to ground and any one of these may be bad causing it not to run. It is also a possibility that the ignition switch is corroded, but since it started with the starting fluid, my guess would be the electric fuel shut off located at the carb. Just my thoughts, Keith
