I think both the other comments are correct, but that's why there are products to fix the problem with older tanks. I've used a product called "Kreem", purchased from mototcycle shops, to clean and seal old tanks. You have to take the tank off, and it's a somewhat time-consuming job to do, but it works well for me. Another one is called "Por15" I think. I've not used it. The Kreem product will seal pinhole leaks as well as leaks in seams. I've used J.B.Weld on the outside, sanded it smooth for painting, and then cleaned and sealed the tank, and had good luck with it.
