Stan has the right idea. Also most radiator shops can recoat the inside of the tank to stop rust and prevent leaks. Terne metal, coated with lead and tin cannot rust, ever, unless you have removed the coating (like the gravel or chain "trick"). That's why my tank, and many others, are in perfect condition after 30-40 years.
