Speedex S24 ignition problem HELP!

I recently purchased an 10hp Speedex S24 garden tractor. About one month after the purchase, it started failing to start. I pulled the plug, and found that though there was enough current in the spark plug lead to shock me if I held its end and touched the frame while pulling, I could not see a spark jump the gap. Likewise, no spark jumped from the lead whem held against the frame while pulling. Replacing the plug has not solved the problem. Is it possible that there is not enough current to jump the gap, or am I overlooking something obvious here. Any suggestions/thoughts would be appreciated.
