I also expect that the problem will be found to be with the jet. If the tractor idles well, but runs poorly at higher speeds, the high speed jet is the most likely problem. I examine them with 10 power magnifier and strong light. If checking for vacuum leak is desired, use an UNLIGHTED propane torch and play the gas flow around all the manifold/engine/carburetor joints where there is a gasket. The propane will improve running when and while drawn into the leak. If there is vacuum leak it will not idle or will idle very poorly.
