Several things could cause your problem.
The control rod operates the intake and exhaust valvves by means of a pivoting lever at the rear or the pump. It is not uncommon for sediment to build up in the sump and get into one or both of the valves causing them to sieze.
With the touch control handle fully down, reach through the right side inspection port to the bottom of the control rod and move it fore and aft while feeling to see if the lever pivots moving the valves in the pump. The lower end of the rod should move fore and aft around 1/2". If either valve is siezed, the lever will be nearly immovable.
Post back if the lever pivots properly as there are many other failures that can render the lift non functional.
