I work at the Census Bureau National Processing Center, and after reading many of the comments previously posted here, there are a few comments I'd like to make.
1. I don't send out the reminder notices. I don't send out the census forms. I just take the ones that are returned and run them through a sorting machine. So please don't blame ME for "wasting" your tax dollars on anything that comes through the mail.
2. For those who refuse to fill out their forms properly, or those who refuse to fill them out completely: It costs the government 42 CENTS to receive a properly completed form...and $57 [yes, FIFTY-SEVEN DOLLARS] to send out an enumerator to get your correct information. So NOW who's wasting tax dollars? [Your privacy is protected by Title 13 USC laws...so even if I DID care what your answers were, it's not worth going to jail, or thousands of dollars in fines, or BOTH, for not keeping the info to myself or forgetting it as soon as I see it.]
3. There is already a return address on the envelope, so you don't need to add a return address label of your own. The "return address" is where the mail will be returned to in case it is undeliverable as addressed [UAA]...so do you REALLY want that darn form coming back to YOUR house if the Post Office screws up?
4. If you write any message on the envelope, no one of consequence will see it...so you are wasting your time. Envelopes are removed from the census forms at the Document Preparation station, and the envelopes are trashed.
5. The census return envelopes are postage-paid. Now, it's no skin off my nose if you want to go ahead and put your own stamp on that envelope--as a large number of people are doing--but please don't start telling me about what a waste of YOUR tax dollars the census is, when you're throwing away perfectly good postage by putting a stamp on that envelope.
6. Occasionally people will put powdery substances in their census forms, which causes the area of the building where the forms are processed to be evacuated until hazmat people can determine the substance to be harmless. Sometimes this takes several hours. This also wastes your tax dollars, because all those people in the area on lockdown are still on the clock while they are waiting to see that they haven't been exposed to something deadly. AND, more importantly...that form you returned with the powder has YOUR ADDRESS on it, so don't be surprised when the Homeland Security folks come to pay you a visit, if you are amused by mailing baby powder or talcum or whatever with your census form.
When things are working well, we run LOTS of forms through the sorters every day...one day last week, we hit 1.6 MILLION forms in 2 shifts; the next day, we ran 1.8 MILLION forms. When your form is scanned by the sorting machine, your address is added to the database of those who have already returned their forms...so once your form has been sorted, you should no longer receive reminder notices...saving your valuable tax dollars.
