Anytime the president visits the Detroit area, a TFR is placed around the Pontiac airport, one of the busiest general aviation airports in the country. The problem is that it isn't easy to know if a TFR is in effect, because the information isn't always passed to the Flight Service briefers, who pilots rely on to get such information. A local aviation attorney told me to always ask the briefer if any TFRs are in effect; the feds can't do much to you if you were taped getting bad information.
Same thing applies to boating. It's your responsibility to know where the restricted areas are located. If you can't be bothered with checking, then you deserve to pay some consequences.
