Yes, that it there for two reasons. One is to maintain a 4-6 PSI housing pressure inside the injection pump, and two is to prevent fuel drain-back. The fitting (with glass ball) screws directly into the pump cover, and then a JIC fitting screws into that - and on to the return fuel line.
