Ryan: Sounds like your terms are a little mixed. Oats or barley if used as a "nurse" crop for sowing down forages can be either combined or taken as silage anytime as if they had been sown alone. Silage is good as it gets the nurse crop off sooner letting the forages have more sun. Yes, the nurse crop usually helps to compete with weeds. Nurse crops can also be troublesome in real dry weather as they will use available moisture. Some folks sow forages straight so they can mow off any tall weeds that come up. A cover crop is usually grown to cover the ground to cut down on wind and water erosion. This could also be an aggressive plant like buckwheat that can smother weeds and help to improve soil structure with big root systems.
