What tires to buy?

I would like to put turf tires on my tractor. Currently it has 16.9 x 24 lug tires on 12 x 24 rims. Can I use a 13.9 x 24 tire on this 12 x 24 rim? or do I need to stick with the 16.9 size? I am asking because the tires look big on the tractor, the back end sits a little high, and I have double ring chains that fit the smaller tire for plowing snow. The tractor is a Ford 4000 SU which I don't work very hard; only mow and plow snow with it. Thanks for the help, Bill
