Sounds like BS to me. Years ago I had a small town cop stop me 3 nights in a row for the same thing. I was driving a Chevy LUV where the license plate is under the box. The light was burned out, and he told me that the plate was concealed and the light was not working. He told me the plate had to be moved out from under the bed where the factory put it, the light had to work, and the hitch ball had to come off when it wasn't being used. I fixed the light the next day. The 2nd night he gave me another "warning". The 3rd night when he stopped me I flat out told him "The license plate is in the factory location, the light works, and I doubt I could get that ball off. You don't like where the plate is you get GM to recall them. You stop me one more time for this and you, me and your chief will have a talk. This is harassment." The look on the cop's face was priceless. I was surprised I didn't ticketed or jailed.
