Questions on M hydrolics

I just bought a 51 farmall M and a 5ft chopper. The M has 2 hydrolic hoses coming out of the cluch side of the tractor and go to the back for the chopper to hook up to. But the won't raise it. I'm wondering if it low on fluid but I'm not sure where to check it or how what kind of oil to add. Also, does the power takeoff have to be on to make the pump work? And the only lever I see to operate the pump is a long one that is above the belt pulley lever? All help gratefully appricated. Bud
