The census is NOT mandatory. If it was there would have been a 100% participation in 2000. I don't know what it was nationwide but it was only 68% in Arkansas. I filled mine out and there hasn't been anyone show up at my doorstep. The only space that I filled out was the number of people living in the household. That is all that they need and all the other information is already in the possession of the government.
