The only way gas can get into the carburetor is thru the float valve seat. When the needle is seated properly no gas can get in. You can check that easy by blowing on the inlet holding the carburetor upside down after the float is set properly. It only takes a very small fine particle to hold the needle off the seat to let gas in. It also could be a bad rubber tip. Out of my first ten kits when they first came out with the rubber/plastic tip I only had two that would seal. the last coupla years they have been better but I had one bad tip last year so you can still get one that will not seal. Another thing would be the silly needle to float clip that can trip a person up. When turning the top over I have had that clip get out of place. I use them most of the time but the times I have not the float valve works fine.
