Our District Attorney in Monroe County, New York, absolutely refuses to do anything about bad checks. He has produced a little handout telling the victim how to send out registered letters to the check writer, and sue in small claims court, like some SOB writing bad checks is going to be worth sueing. Oddly, we seem to have a lot of scumbags here who know about the DA's policy.
Since you're in Canada, you might want to consider making photocopies of the returned check, and sending them to the writer's neighbors and businesses in his home town, with a notation "Please Post" on them. He sure as heck ain't gonna sue you for it across the border.
