If the tractor hydraulics are ok, you shouldn't require chains or need to maintain a lot of weight on the tail wheel. Like RWK said, be sure you are not set in "draft" mode. Just set the front of the cutter at the height you want to cut using the tractor position control, then adjust the top link so that the back is about 1" higher than the front. The last thing to adjust is the tail wheel; set it so that the wheel only lightly touches the ground when mowing on level ground. The tail wheel will help prevent the back from scalping if the front of the tractor goes up on uneven ground. If the Ford 3000 won't hold position you have a problem with the hydraulic system that should be corrected. I'm assuming you're not using a cutter that's too heavy for the tractor, maybe around 6' max.
