The vacuum line is the modulator. If the vacuum line or modulator fail, the trans will still shift with the lever, but not by itself.
The good news is, they're not that big a deal to overhaul. I did my first one by making a jig to hold the trans on an engine stand and sat down with an overhaul manual and overhaul kit. Jerry rigged a few special tools as I went.
