A W-4 is the standard or wheatland version of an H. I wouldn't call it rare, but there certainly are not as many of them around as there are some other tractors. The crank is probably for shutters on the radiator to keep the engine temperature up. If it has shutters, it may be a dual fuel setup. Does it have two fuel tanks, one large and one real small? I think you can put hydraulics on it as Jakee describes, but, I have never seen a W-4 with a 3 point hitch and I can't remember seeing anyone advertise one for sale. The seat is so far back on W series it would be tricky to mount. Maybe somebody could fabricate one special for you. W series were intended to pull implements, some didn't even have PTO's. What yours is worth depends very much on where you are, it can vary a lot, especially if the tires need replaced since that can be an expensive item.
