Robert do you know how to spell W A R R A N T Y !!!!!!!!!!!! If this is a new engine as you say, I wouldn`t touch anything on it!!!!!! I agree with the previous ideas about your problem, however, unless you are living above the artic circle right now, you shouldn`t even think preheater. While I don`t know what model Perkins you have, I do know the 4.236 and the 1000 series use a fuel preheater, NOT cylinder preheaters. When this engine is running at normal temperature, accelerate it to full throttle, let it off and immediatly throttle it to full again. What does it do? If it immediatly responds, fine, if not your fuel injection pump is the problem. If you don`t have a warranty, have you checked the fuel transfer pump screen as well as the rest of the system? Agree totally about the new oil getting black REAL fast, oil can`t be judged by color. If you do think something is coming apart, remove and cut open the filter and see what is trapped in the filter paper. Good luck and let us know what you find.

I tried to use an easy out but it wasn't budging and I didn't want t
