A bolt is a clamping device. To get clamping force, you apply torque to the bolt and it stretches as it tightens to apply that clamping force. A finer thread allows greater clamping force for the same torque values, in the same way that you can push a heavier object up a gentler slope. Because you get greater clamping force with less torque, high-strength bolts are generally made with fine threads.
